Governance actors

TIRIS is steered by the Executive Committee, and global deployment is ensured by the Operational Committee.

The TIRIS project is based on three levels of governance, ensuring rigorous, collaborative management of the initiatives supported:

  • Program Committees (PC): Four thematic committees (Research, Training, Innovation, Science & Society), which analyze and structure the proposed actions.
  • Operational Committee (COMOP): Evaluates projects validated by the PCs and formulates an opinion before they are passed on to the decision-making level.
  • Executive Committee (COMEX): Final decision-making body, bringing together representatives of the 19 TIRIS partner academic establishments, as well as the vice-president of the Occitanie Region.

Each action supported by TIRIS follows a rigorous process: it must be examined by at least one Program Committee, obtain a favorable opinion from the COMOP, before being submitted to the COMEX for validation.

Executive Committee

Role

The executive committee validates deployment strategy and project funding.

  • President of the Toulouse Community of Universities and Establishments
  • TIRIS scientific coordinator
  • 6 national research organizations
  • 7 higher education institutions founding the Toulouse Community of Universities and Colleges
  • 6 representatives of the member institutions of the Toulouse Community of Universities and Colleges
  • Vice-president of Higher Education and Research, Occitanie Region

Operational Committee

Role

The operational committee proposes the deployment strategy and monitors program deployment.

Composition

  • TIRIS scientific coordinator
  • 6 coordinators of the University of Toulouse research centers
  • 7 formation coordinators
  • 4 program committee chairmen

Program Committee

Role

The thematic organization of the programs is ensured by the program committees: research, training, innovation, science & society. They set up the calls for projects, as well as the selection process, and contribute to the overall coordination (grassroots coordination and appropriation of the TIRIS project by as many people as possible).

Operation and resources

  • Each program committee comprises between 20 and 30 members, with a chairperson who is a member of the TIRIS operating committee.
  • They have a budget to drive their activities.
  • They benefit from operational support from the departments and services of the Toulouse Community of Universities and Establishments (administrative support, logistical resources, communication-marketing service, etc.).
